Subject: DBE Goal notice for FY 2009
The following is a notice to all Nevada newspapers. Please have it published once a week for four consecutive weeks. This notice must be published in minority focus publications as well as the mainstream press.
The Nevada Department of Transportation’s proposed Annual Disadvantaged Business Enterprise Program goal for Federal Fiscal Year 2009 is 5.7 percent in a race neutral program. The proposed goal and the rationale are available for inspection in the Nevada Department of Transportation Contract Compliance Division office.
Three Public Meetings will be held as follows:- Elko on July 15, 2008, from 4 PM to 7 PM at 1951 Idaho Street Elko NV 89801, in the main conference room.
- Reno on July 16, 2008, from 4 PM to 7 PM at 310 Galletti Way Sparks NV 89431 in the main conference room.
- Las Vegas July 17, 2008, from 4 PM to 7 PM at 123 E. Washington St. Las Vegas NV 89101 in Training Room A.
The Nevada Department of Transportation will accept written public comment until July 30, 2008, at the following address:

A fraudulent document has been sent to at least one DBE contractor in Nevada. It is a confirmed fraud and we have given it to the FHWA office of the inspector general. Please be aware and do not respond to this letter!

DOT guarantees up to $750,000 in loans with participating lenders for small & disadvantaged businesses. The loan guaranty provides a revolving line of credit for work on transportation related contracts.

- DOT guarantees up to $750,000 in loans with participating lenders for small & disadvantaged businesses.
- The loan guaranty provides a revolving line of credit for work on transportation related contracts.
WHO CAN APPLY: Businesses that meet the 4 qualifications below.
- The business is certified as a DBE by your State or by the Small Business Administration (Section 8(a): Hub zone; Service Disabled Veteran Owned Businesses, Women Owned Businesses).
- The business has a DOT federally funded transportation related contract –i.e., maintenance, rehabilitation, restructuring, improvement, or revitalization of any local, state or federal transportation system. Your source of contract dollars defines whether it is considered transportation related.
- The business has a three (3) year track record –i.e., you are not a start-up business.
- The business is current on all federal and state taxes.
HOW IT WORKS: Your contract is your primary collateral.
- Loans can be renewed for up to five (5) years.
- The line of credit is for accounts receivable arising from transportation related contracts.
- Loan application and fee is submitted by US DOT to a participating lender.
PROHIBITED USE OF FUNDS:
The loan guaranty may not be used for:- Contract mobilization
- Equipment purchases or other long term uses
- Refinancing of existing debt
- Payment of taxes
- Distribution to investors or stock holders

Notice of DBE Goal/Disparity Study Public Participation Meetings
The Nevada Department of Transportation's proposed Disadvantaged Business Enterprise program goal for Federal Fiscal Year 2008 is 5.7%; this goal will be achieved with a race neutral program. We will take public comment at three meetings throughout the state on the proposed goal and the recently completed disparity study. The meetings will be held at the following locations on the following dates. Anyone who would like to comment on the proposed goal is welcome to attend the meetings.
The Nevada Department of Transportation will also take written comment regarding the Disparity Study or proposed DBE goal. Please send comments to:
