Roc has been with the Nevada Department of Transportation Contract Compliance Division since 1992. In that time he has seen the civil rights program for the Nevada Department of Transportation change and grow.

He is certified as a Master Compliance Administrator by the American Contract Compliance Association and is an active member in both the American Association of State Highway Transportation Officials and the Western Association of State Highway Transportation Officials.
